C. DESCRIPTION OF SELECTION PROCESS
The selection process will consist of the following general steps:
- A pre-competition conference will be held with the teams on the reduced candidate list to discuss the remaining process and to address questions.
- The teams will prepare and submit design concept plans for the welcome center, which in their view best meets the conditions, requirements and design goals for the project. The required materials to be submitted are generally described herein and will be more fully discussed in detail at the pre-competition conference. The required information is to be submitted anonymously.
- A Selection Panel will review and evaluate the submittals. The general makeup of the Selection Panel will be as follows:
- representatives from the sponsoring agencies;
- selected professionals from the ranks of architecture, landscape architecture, engineering and alternative technology fields, etc.;
- National Park Service
- State and Local tourism official
- The Selection Panel will meet to review, evaluate, deliberate and select the top submissions which best meet the project requirements. The panel will utilize the submitted materials and their own judgment based on their discussion and deliberations to select the top entries.
- The team with the top selected entry may be asked to become a party to the final design for the project, providing that an entry is deemed to be feasible and affordable.
