Design Competition Guidelines (Continued)

A. INTRODUCTION

The Maryland State Highway Administration has received funding for the planning and conceptual design phase to upgrade the existing Scenic Overlook along northbound I-270 in Frederick County, Maryland to provide an Environmentally friendly Welcome Center that would have low or no impact upon teh environment. A design competition is being held to stimulate a variety of innovative design concepts for a facility that is intended to be independent from the need to rely on traditional energy, water supply and wastewater treatment technologies. It is the intent that this facility, when constructed, will be self-contained and self-sustaining.

B. DESCRIPTION OF THE PROJECT

The existing Goodloe Byron Scenic Overlook (see attached location map and site plan) overlooks the Monocacy National Battlefield to the north and west and the City of Frederick to the far north. The site consists of parking for passenger and recreational vehicles and an overlook for visitors to take in the views of the surrounding countryside. Commercial trucks are prohibited at the facility. The planned improvements are for a self-sustaining welcome center that will provide information to travelers about the natural, cultural and related resources in western Maryland. The center will also educate the general public on energy conservation by showcasing alternative energy, water supply and wastewater treatment technologies.
