SHA Assistance for Project Sponsors
The State Highway Administration (SHA) will assist project sponsors meet the requirements for federal reimbursable funds by the following:
- Informing sponsor what is required for the typical project
- Reviewing letters to other agencies
- Preparing a Memorandum of Understanding
- Reviewing plans
- Seeking federal funding approval
- Processing requests for reimbursement
- Monitoring construction work and record keeping
Note to Potential Project Sponsors
The State Highway Administration will not design, manage, request permits, or perform other project activities.
Project "Kick-off Meeting
A "kick-off" meeting will be scheduled for each project to familiarize the project sponsor with the technical requirements of the Enhancement Program. This meeting will be among project sponsors, project managers, and SHA staff. Whenever possible, sample documents will be provided for the project sponsor's use. Topics will include:
- Discussion of project scope and detailed activities
- Project schedule
- Environmental approvals required
- Permits required
- Memorandum of Understanding (MOU) between the sponsor, SHA, and any other necessary parties
- Office of Real Estate oversight
- SHA reviews of plans, specifications, and estimates (PS&E)
- Construction contractor advertisement requirements
- Construction oversight
- Reimbursement of invoices
