4. The design year of your highway project is 2020. Coordination with the local planning department has determined that a major "high tech" business complex is proposed within the SCEA geographical boundary. The complex is expected to generate 18,000 new jobs. The complex will be constructed in 6 phases with the final phase scheduled for completion in 2030. The future SCEA time frame should be 2030.
5. The SHA is proposing a bypass of a small town on Maryland's Eastern Shore. The State Road Commission Archives indicate that the highway through the town was dualized on each side of the town limits in 1960. Consultation with County planners indicates that a major expansion of a nearby (in County) military base occurred in 1980. A review of US Census data for the period 19601990 indicates the following population increases in the County: 19601970 10%; 19701980 7%; 19801990 23%. The past time frame for the project should be 1960.
6. The SHA is proposing the dualization of a 10mile section of highway. No major roadway improvements have occurred in the County since 1940, and population increases have been estimated at 12% per year during the period 19401979. A building moratorium was lifted in 1979. The moratorium was initiated in 1975 due to lack of centralized sewer service and numerous documented septic problem areas. The County developed an extensive land use/resource database in 1982 and this has been updated every 5 years hence. The past time frame for the dualization project should be 1980.
