How to Bid

  • The Maryland State Highway Administration does not pre-qualify contractors, nor do we maintain a Bidder’s List

  • Bids for $100,000.00 or more must be accompanied with a bid security of 5% of the total bid amount. This can be in the form of a Bid Bond, Certified Check, Cashier’s Check or Cash. If your firm is the low bidder, Performance and Payment Bonds of 100% of the bid amount are required in order to execute the contract.

  • Contract solicitations are advertised on this SHA website, marylandroads.com and on the Department of General Services website www.emarylandmarketplace.com for a minimum of 20 days prior to Bid Letting. .

  • A "Bid Board" is located at SHA’s Cashier’s Office, 211 E. Madison Street, Baltimore, MD 21202, 410-545-8489 or 1-877-SHA-CASH (1-877-742-2274), on which are Advertisement Notices for all Construction, Maintenance and Service contracts expected to cost between $2,500.00 and $7,500.00.

  • Contact the Cashier’s Office mentioned above, to purchase an Invitation for Bids package for an advertised project or to obtain a copy of the Planholders List.

  • The 2001 Standard Specifications for Construction & Materials, which includes a CD, costs $25.00, plus $5.25 per copy for shipping & handling. To order this manual, please send a check payable to the Maryland State Highway Administration, in care of the Cashier’s Office, 211 E. Madison Street, Baltimore, MD 21202. Upon receiving your request and payment, this Administration will forward a specification book to your firm.

  • If you feel your company may qualify as a Minority Business Enterprise, contact Ms. Katie Knowlin, Director, Office of Minority Business Enterprise, Maryland Department of Transportation, 7201 Corporate Center Drive, Hanover, MD 21076, 410-865-1269 or 1-800-544-6056. You may also visit the main Maryland Department of Transportation website at www.marylandtransportation.com .

  • All successful bidders must be registered with the Maryland State Department of Assessments and Taxation, 301 W. Preston Street, Baltimore, MD 21201, 410-767-1350 and possess a valid State of Maryland Construction License. For details on obtaining the construction license, please call the State of Maryland License Bureau at 410-260-6240.

  • For other information pertaining to regulations in this state, you may need to contact the Maryland Department of Labor, Licensing and Regulation at 410-230-6001, www.dllr.state.md.us ; the Maryland Department of the Environment at 410-537-3000 or 1-800-633-6101, www.mde.state.md.us ; and to obtain a Federal ID Number, call the Internal Revenue Service at 1-800-829-1040.
