The Office of Bridge Development
General Information

The Office of the Director
The Office of the Director sets the design and administrative policy for the Office of Bridge Development. The office also coordinates the efforts of and provides leadership for the subordinate divisions and units. These efforts include involvement as necessary in on going projects in the development and construction phases. The development of standards, technology policy and administration of special contract agreements are also coordinated through this office.

The Bridge Administrative Section
The Bridge Administrative section provides personnel administrative support for the Office of Bridge Development. This includes training, hiring, travel, equipment acquisition, etc. It also coordinates logistics for the office, processes project advertisement documents and administers the storage and control of contract documents and design data.

The Bridge Inspection and Remedial Engineering Division (B.I.R.E.)
The Bridge Inspection and Remedial Engineering Division keeps state highway structures safe for the traveling public through continuous regular condition inspection above and below water of all existing structures. In addition this division provides for structural analysis, routine and preventive maintenance, and repair and replacement contracts to address structure needs. The evaluation of all permits for overweight moves and their affect on structures is also a full time assignment to this area. The work described above is either done in-house or by consultants managed by this Division.

The Bridge Design Division
The Bridge Design Division performs the design for all structures, on the state maintained system, which includes new bridges, bridge replacements, deck replacements, culverts, retaining walls and noise abatement walls. This unit also is involved extensively in the bridge replacement program for all county owned bridges - reviewing all documents prior to advertisement. The work described above is either done in-house or by consultants managed by this Division.

The Structure Hydrology and Hydraulics Unit
The Structure Hydrology and Hydraulics Unit using the latest technology provides hydrology and hydraulic studies (the study of water flow and how it effects the area of the structure and the surrounding areas) and determines sizes of proposed structures over streams, rivers and wetlands. This unit also evaluates each crossing as it relates to the passage of fish and provides recommendations where necessary to insure their passage.

The Bridge Quality Assurance Unit
The Bridge Quality Assurance Unit reviews contract documents and specifications relating to structures during document preparation. These reviews assure the consistency of the contract documents and provides the opportunity to make sure all new or changed requirements are included in all projects. These reviews apply to consultant as well as in-house prepared material. Included also in their reviews is the evaluation of the contract documents for constructability and conformance with good construction practices. This unit is also responsible for review of all documents that are generated by a contractor and/or his suppliers to supplement the advertised documents. This assures that all projects are built according to the design documents (sizing as well as materials), as well as conforming with safety requirements of workers and the traveling public.
