Online Bidding System for Advertisement, Bidding & Award Via eMaryland [email protected]
The Maryland State Highway Administration (SHA) started a new project on April 30, 2003 with Science Applications International Corporation (SAIC) that will require the support and participation of the transportation construction contracting community. This exciting new project will develop plans for SHA to migrate from the existing, paper-based transportation construction bidding process to an Internet-based transportation construction advertisement, bidding and award process via [email protected]. The goals of this project are to define, and establish on-line, the following:
- The appropriate method(s) of selling highway plans to prospective bidders, presenting and administering advertisements for construction projects, ensuring the validity of the documents and the timely and accurate receipt of addenda
- The appropriate method(s) of receiving bids, ensuring the validity of the bidder and the integrity of the bid
- The method(s) of reporting contract awards
- The method(s) of receiving and administering contract documents
By utilizing the Internet-based [email protected], it is SHAs vision for this system to provide contractors/vendors, consultants, etc. with a single location to obtain information about business opportunities with the State of Maryland and to take advantage of the benefits & ease of an on-line construction procurement process.
