ADA Self-Evaluation of Access to Public Right of Way (PROW)
November 14, 2006

A. Prioritize Items Identified in Self-Assessment - Summer 2006 through completion

  • In conjunction with the ADA Task Force, develop criteria to be applied consistently throughout State
  • Give priority to covered entities including State and local government offices and facilities, transportation, places of public accommodation, and employers, followed by walkways serving other areas (28 CFR §35.150(d)(2))
  • Review input from public outreach during self-assessment
  • Identify deficiencies that would be addressed by other programmed projects
  • Prioritize remaining needs

B. Describe methods used to make facilities accessible - Summer 2006

  • Undertake alterations to meet standard
  • Install new facilities to provide access where gaps exist
  • Consider new technology

C. Identify funding - Current, updated annually

  • Funding sources
  • Funding levels
  • Cash Flow (funding by year)
  • A description of any modifications made (i.e. action plan)

D. Develop Specific schedule for improving facilities – Ongoing through completion

A schedule will be developed to implement specific improvements based on the prioritization of needs, the estimated cost of improvements, and available funding. The dates for this schedule are tied to the self-evaluation. Maryland’s county-by-county approach to the self-evaluation will facilitate early implementation of projects.

E. Transition Plan - October 2006 through completion

The Transition Plan will:

  • Identify physical obstacles that limit access to PROW
  • Describe and detail the methods that will be used to make the PROW accessible
  • Specify the schedule for making access modifications
  • Indicate the official responsible for implementing the plan

The transition plan will be developed with the following steps:

  • Draft Transition Plan
  • Solicit review and comment from people with disabilities and other interested individuals or organizations
  • Finalize Transition Plan Make final
  • Plan available for public inspection
