The Motor Carrier Division (MCD) of Maryland State Highway Administration welcomes everyone to our new web based Automated Hauling Permit System (AHPS). The AHPS system is available to all customers. To access the online permitting system you must first establish an account. To establish an account for AHPS you must do one of the following, obtain a credit bond , escrow account or an irrevocable letter of credit. A minimum credit bond amount of $3000 is required. (Note: You are being bonded for $3000 not paying $3000). If you choose to open an escrow account or use an irrevocable letter of credit you will need to determine your estimated monthly volume (dollar) and determine the amount you will need. We will need to have the original bond and irrevocable letter of credit on file. Escrow account users will mail a check to us at 7491 Connelley Drive, Hanover, Maryland 21076. Please ensure to mark on the check that it is to establish an escrow account. Once the account has been established, you should contact one of our technical support technicians; Cynthia Bell, 410-582-5725 or Josette Brown, 410-582-5731. They will assign you an account number, username and assist you in accessing our system. You will then be eligible to obtain permits online.
