SEALED BIDS for project listed below will be received by facsimile with a           
fax coversheet clearly marked "BID DOCUMENTS" or in an envelope clearly           
marked "BID DOCUMENTS" by The State Highway Administration at the Office of           
Maintenance, 7491 Connelley Drive, Hanover, MD 21076 or faxed to 410-582-           
9862 until 4:00 P.M., September 18, 2003 for Bid Opening Date, at which           
time and place they will be publicly opened and read.  The Maryland           
Department of Transportation (MDOT) hereby notifies all bidders that in           
regard to any contract entered into pursuant to this advertisement,           
minority business enterprises will be afforded full opportunity to submit           
bids in response to this notice and will not be subjected to discrimination           
on the basis of race, color, sex or national origin in consideration for an
