  Q. In inquiry No. 271, a contractor requested how access would be provided through the Williams property. SHA's response was that it would be the contractor's responsibility to coordinate this access with A.V. Williams and that they would be responsible for all environmental impacts. This non-response was questioned in inquiry No. 293. The SHA's response was that they would address this by addendum. The addendum showed the point of access but did not address the crucial issues. The Contractor cannot force Williams to do anything. The cost for this access cannot be determined since there are no plans. An environmental permit is needed. We are not sure if one can be obtained. This access is for stage one work. The permit process will take months and months after an agreement with Williams is reached. We suggest that if the state wishes to proceed without addressing this crucial issue, that the State address these cost and time issues by excluding this from our bid and providing a change order for these yet unknown costs and considerations.
  A. A Right of Entry has been secured by SHA with AV Williams for access to the Williams property for the construction of MD 43. An addendum was issued to show the location of the access point onto the Williams property. The location of the access/haul road will need to be coordinated between AV Williams and the Contractor. Please keep in mind that an access/haul road can be built in this location without environmental impacts. The environmental boundaries can be obtained on the Existing Conditions Development Plan. Copies of the Existing Conditions Development Plan is public information and was filed with Baltimore County last year. If the access/haul road does impact any wetlands, the contractor will be responsible for any mitigation required for these impacts and SHA will not be held responsible for delays associated with the impacts.

  Q. Add 7 provides for an option of 24" ductile iron pipe in lieu of 48" HDPE pipe for the Baltimore County sewer relocation. The selection is to be the contractors' option. However, after the bid the county and the SHA will decide which pipe is to be used for the relocation. This may negate the contractors's choice and we believe result in an unfair bidding practice. If a choice is to be made after the bid then one of the pipe selections should be the base and the other an alternate. As a utility contractor we are not yet convinced that the HDPE at excessive depths is the appropriate material.

There is still some confusion among our vendors concerning the "Guy Strand Assembly" shown on ET010 in the bill of materials and on ET022. Are the "Guy strand Assembly" to be supplied on this contract and if so how many? We are told that AMTRAK normally supplies these and not the contractor; Please clarify. Please consider providing a list of particular materials to be supplied for this contract so that there is no question what is to be supplied.
  A. As stated previously, the Contractor will supply all those items listed under the Structural Steel Material section of the Master Bill of Material on Sheet No. 697 (ET-025). Item no. 54 is for Guy Anchor Type B-1. In Addendum No. 7, the quantity was increased from 8 each to 12 each. The details for Guy Anchor B-1 are on Sheet No. 694 (ET 022). This anchor consists of a reinforced concrete footing with a guy sleeve cast into it. Typically, the fabricators precast this guy anchor as one unit. Amtrak will supply the Guy Strand Assembly (GSA4).

Ordinarily BGE feeds to a CT cabinet and the contractor is responsible for conduit and wiring from the CT cabinet to the service equipment (MDP). If the contractor is responsible for the conduit and wiring please provide details of conduits and wire sizes required.
  A. Contractor is responsible for all coordination with BGE. All information and instructions from BGE utility representative shall be transmitted through the contractor. The work shall be done in accordance with BGE requirements. Contractor shall be responsible for all coordination, associated work and costs.

This would also explain note 13 where Panel HP1 is indicated as being 480/277 volt. This also pertains to note 19 - the card stand plugs. This note indicates 480V 3 phase 4 wire. According to note 16 the 4th wire is a ground. We assume that again the 4th wire referred to is a ground and not a neutral. Please confirm.
  A. The incoming service panel is a 480 volt 3 phase 4 wire with ground as the 4th wire.
