Four-Lane vs. Six-Lane Traffic Projections

Our traffic forecast shows that the proposed MD 216/Crest Road intersection, striped for four lanes, will operate acceptably until the year 2020. Traffic projections have shown a heavier volume of vehicles between I-95 and Leishear Road; therefore, we find it necessary to provide a striped six-lane section in this area. We expect that the proposed MD 216/Leishear Road intersection with the six-lane configuration will operate acceptably until 2020. At or around the year 2020, it is expected that the roadway will require routine grinding and overlay. At that time, the remaining corridor can be striped for six lanes continuously, if warranted.

Traffic Data

Average Daily Traffic (ADT) is the average number of vehicles traveling a roadway during a 24-hour period. The 1997 ADT for MD 216 is 15,000 vehicles per day. The projected ADT for 2025 is 51,000 vehicles per day. Existing MD 216 was not designed to accommodate such traffic.

Level of Service (LOS) designations, A to F, are used to measure the operational capacity of intersections or capacity on a given section of roadway. LOS ‘A’ indicates free traffic flow while LOS ‘F’ indicates severe congestion and traffic delays. In 2025, the proposed intersection at MD 216 and Crest Road is expected to operate at LOS ‘C’ and LOS ‘E’ in the AM peak hour and the PM peak hour, respectively. The proposed intersection of MD 216 and Leishear Road is expected to operate at LOS ‘D’ in both the AM and PM peak hours.

Traffic Projections

Traffic volumes for MD 216 (Scaggsville Road) and the surrounding roadways within the project area are displayed in the Volume Comparison Chart and Map. There are three sets of data. Each set includes the actual traffic volume measurements that were taken during the particular year. In addition, the traffic volume that was predicted for the particular year in the future is displayed.
