Highway Needs Inventory
The Highway Needs Inventory (HNI) is a long term, financially unconstrained technical reference and planning document which identifies highway improvements to serve existing and projected population and economic activity in the state. Development of the HNI is required under Transportation Article 8 of the Annotated Code of Maryland and is the responsibility of Regional and Intermdodal Planning Division. The HNI serves as the source document for SHA's portion of the Maryland Department of Transportation's Capital Program, the Consolidated Transportation Program (CTP). The Regional and Intermodal Planning Division (RIPD) work with the counties, the Districts, Highway Information Services Division, Project Planning Division, Office of Traffic and Safety and the Office of Real Estate to develop the project information for the HNI.
