Office of Traffic and Safety
To carry out its many functions, OOTS is organized into a Directors Office and five divisions. These units and their detailed functions are :
Directors Office The Directors Office is responsible for the overall direction and policy guidance of the Office of Traffic and Safety including the coordination of program activities among OOTS divisions. The Directors Office provides administrative services and financial management support to the OOTS divisions. The Directors Office is the administrative contact point of OOTS with other SHA units, and in particular advises and assists the Chief Engineer and Administrator on traffic and safety issues.
Senior Engineers Team The Senior Engineers Team acts with the director as the major link to SHA Districts and as the Directors representative at high priority hearings, meetings, and discussions with District staff, officials, and the general public. The team advises the Director and OOTS staff on Traffic Control Device needs and other traffic engineering and safety issues. These issues include special statewide and multi-office projects such as roundabouts, Eastern Shore Traffic Operations, the logo program, recruitment and hiring of engineers, and FITM (Freeway Incident Traffic Management) plans.
Traffic Engineering Design Division The Traffic Engineering Design Division (TEDD) is responsible for the preparation, production, oversight and design for all traffic control devices statewide. This work includes the development and preparation of Area Wide Contracts, plans, special provisions, engineers estimates and specifications. TEDD is composed of four major design teams and two support teams; TCD Design Team, Positive Guidance Design Team, ITS Design Team, and Structural Design Team. The support teams are the Engineering Support Team and the Office Support Team.
TEDD supports other SHA units in performing specialized design work to implement unique solutions to complex traffic operational issues.
Senior Management Team The Senior Management Team provides overall program direction and problems resolution for traffic engineering issues to all OOTS and SHA offices and allied agencies. The Team is responsible for coordinating all TEDD program activities, monitoring production, advancing technologies into design and providing the daily leadership to guide our Team into the 21st century.
