Welcome to the State Highway Administration's Secondary Cumulative Effects Analysis (SCEA) training web site.

The web site contents are based on recent training sessions hosted by SHA. The purpose of the SCEA training program was to introduce, review and strengthen the knowledge of SHA's SCEA process. Based on comments learned from the training classes, SHA has updated its Guidelines to better address the preparation and review of SCEAs. Included on this web site are updated presentation materials and exercises that reflect the revised SCEA Guidelines. To assist those preparing and reviewing SCEAs, additional resources, review materials, and frequently asked questions (FAQs) are included. Please refer to the personnel listed on the contacts page if you have any questions regarding the guidelines or the materials.
