Overview
Once you have defined the resources potentially impacted by the project and then defined the SCEA Geographical Boundary, the next step is to determine the timeframe for which resources will be analyzed. Based on what you have learned in Module 3, you should know that data availability and milestone events such as significant land use and population changes will generally determine a SCEA timeframe.

Timeframe Selection Exercise
Listed below are a number of factors associated with a highway project planned in the State of Maryland. The planned project includes a number of selected alternatives that would upgrade an existing arterial, reduce traffic congestion and improve safety. Using the information listed below, select the timeframe that is most appropriate for this project's SCEA

  1. Design year of the project 2020.
  2. Existing roadway dualized in 1972.
  3. Census data shows the following population increases 5% from 19601970, 24% from 19701980, and 9% from 19801990.
  4. A Naval Training Facility opened in 1952.
  5. Aerial photography available in (1974, 1981, 1994, and 1999).
  6. Available census data (1970, 1980, 1990).
