SCEA Documentation Outline
How might a SCEA outline be presented given the following project information:
- Alternatives Retained for Detailed Study include one fully access controlled bypass (Alternative 2) and one nonaccess controlled upgrade of an existing highway (Alternative 3).
- Direct impacts associated with the upgrade of existing alternative include adverse effects to historic properties. Direct impacts associated with the bypass alternative include impacts to wetlands.
- The local planners have identified that the construction of a proposed mixed use development is contingent upon the implementation of the bypass alternative. The proposed development would be located near a proposed interchange and would result in potential impacts to wetlands and a property listed on the National Register of Historic Places.
- Assume that a trends analysis methodology would be used to perform the SCEA .
