Program Categories

Proposed projects must fall within one or more of the categories listed below.

Provision of facilities for pedestrians and bicycles

Facilities for pedestrians and bicyclists that improve the statewide transportation system. Preferred projects provide off-road access to rail stations, bus stops, ferry landings, other trails, or connect schools or business to residential areas. Bicycle and pedestrian facilities should provide transportation connections. (Loop paths within local parks are not eligible.)

Provision of safety and educational activities for pedestrians and bicyclists

Funding assistance for bicycle and pedestrian safety, educational events, and programs done in conjunction with Maryland’s Bicycle Program.

Acquisition of scenic easements and scenic or historic sites

Activities related to the acquisition of properties that will improve or preserve, a site eligible for or listed in the National Register of Historic Places. The site must be directly related to transportation. Acquisition of scenic land must be on or adjacent to the State transportation system, or in clear view of a State road. Other significant transportation sites or structures will be considered. (Sites that are primarily commercial establishments or not open to the public are not eligible for funding.)

Scenic or historic highway programs (including the provision of tourist and welcome center facilities)

Protection and improvement of a State or Federally designated scenic or historic highways. Rehabilitation of tourist and welcome centers that demonstrate a clear link to scenic or historic sites, including the addition of pedestrian and bicycle facilities. This is not intended for capital improvements, such as the routine addition of sidewalks, additional lanes, wide curb lanes, or paved shoulders.

Landscaping and other beautification

Construction of landscaping projects that improve the aesthetics of a transportation corridor and publicly owned lands directly associated with projects eligible under other Transportation Enhancement Program categories.

Historic preservation

Projects improving or preserving a publicly owned historic transportation site, by documentation, rehabilitation, stabilization, or other means to protect the site. The site must be eligible for or listed on the National Register of Historic Places, and must have a direct surface transportation system relationship. (Sites that are primarily commercial establishments or not open to the public are not eligible for funding.)
