- Archaeological surveys
- Effect determination letter
- Advisory Council letter
- Categorical Exclusion letter
- Hazardous materials identification
- All necessary permits (state and local)
- Advertising
- Award contract
- Construction
- Construction management
- Construction inspection
- Project maintenance after construction is complete
